Wisconsin State Incentive Grant
Goals and Objectives

(revised December 2003)

GOAL 1: Reinvent Wisconsin's ATODA prevention system to improve prevention programming to eliminate duplication, fill service gaps and coordinate funding.
Objective 1.1: Establish a Wisconsin SIG Advisory Committee by the end of month 12.
Objective 1.2: Assess Wisconsin's ATOD prevention funding streams and resources by the end of month 12.
Objective 1.3: Identify gaps and duplication in Wisconsin's ATOD prevention services by the end of month 18.
Objective 1.4: Develop a comprehensive, long-range Wisconsin Comprehensive Prevention Plan to coordinate and leverage ATOD resources by the end of Year 2, and work to institutionalize changes by the end of Year 3.
Objective 1.5: Ensure that a revitalized ATOD prevention system can be sustained for the foreseeable future (i.e. over the next 10 years) by the end of Year 3.
GOAL 2-A: Increase the use of science-based ATODA prevention programming within Wisconsin.
Objective 2-A.1: Assess the needs for ATOD prevention services and the extent of ATOD use and abuse problems affecting 12 - 17 year olds in Wisconsin by the end of month 12.
Objective 2-A.2: Increase knowledge and skills related to science-based ATODA prevention programming - including involvement of youth, families, schools, communities and workplaces - among local prevention program providers by the end of the grant period.
Objective 2-A.3: Increase knowledge related to ATODA prevention evaluation among SIG sub-recipients by the end of the grant period.
Objective 2-A.4: Develop a systematic and effective process for selecting, issuing and monitoring grants to local Wisconsin counties to design, implement and evaluate comprehensive prevention projects by the end of month 12.
Goal 2-B: Reinvent ATOD prevention systems in the areas served by the Local SIG Coalitions to improve prevention programming by eliminating duplication, filling service gaps and coordinating funding.
Objective 2-B.1: Establish or identify a Local SIG Coalition by the end of month 12.
Objective 2-B.2: Assess the ATOD prevention funding streams and resources in the area served by the Local SIG Coalition by the end of month 12.
Objective 2-B.3: Identify and address gaps and duplication in ATODA prevention services in the Local SIG Coalition's area.
Objective 2-B.4: Develop a Comprehensive Prevention Plan to coordinate and leverage ATOD resources in the Local SIG Coalition's service area by the end of Year 2, and work to institutionalize changes by the end of Year 3.
Objective 2-B.5: Ensure that a revitalized ATODA prevention system can be sustained for the foreseeable future by the end of year 3.
GOAL 3: Measure Wisconsin's progress in reducing ATOD abuse among 12-17 year olds youth.Objective 3.1: Conduct a statewide evaluation of ATOD use levels by the end of years one and three.

Objective 3.2: Conduct evaluations of all subgrantee's programs by the end of the grant period.
Objective 3.3: Collaborate with CSAP in evaluating SIG efforts in Wisconsin and the nation on an ongoing basis.
