Project Northland
1. By December 2005, both of the school districts in Marquette County will implement Project Northland for middle school (grades 6-8) and high school (grade 9) as measured by signed letters of committement

2. By December 2005, the use of alcohol and tobacco by youth ages 12-17 who are involved in Project Northland will be reduced by 5% (for indicators see attached evaluation plan) as measured by GPRA
3. By December 2005, 50% of parents of MS and HS youth who attend the PN Family or Parent Event will report an increase in knowledge about parent/teen communication, family boundaries, and perception of risk/harm related to ATOD use as reported by post event evalution
Strengthening Families
1. By December 2005, at least 20 at-risk youth and their families in Marquette County will increase their effective family response to substance use (i.e. access to alcohol, "enabling attitudes) by 25% as measured by youth and adult pre-post self reporting surveys and highlighted by personal interviews. 2. By June 2004, and every subsequent year, 25 % of youth participating in the program will indicate a decrease in ATOD use risk factors as indicated on a pre-post self-reporting survey.
3. By June 2004, and every subsequent year, 50% of youth and parents will indicate a decrease in family "enabling "attitudes" toward ATOD use as documented by pre-post self-reporting survey
4. By June 2004, and every subsequent year, 50% youth and parents will indicate a decrease in youth access to alcohol and tobacco at home.
